Subject to a background/suitability investigation. DUTIES:
The incumbent serves as a Tumor Registrar in a VA Medical Center affiliated with a major medical school with medical and surgical oncology services and research program. The work of the position supports the care and treatment given to patients with malignant conditions. The incumbent in this position is responsible for planning, organizing, actuating, and control of all activities in the Oncology Patient Registry Program. Incumbent is responsible for provi! ding advisory and technical service to administrative, medical! , and ancillary professional staff as it relates to the integration of the Cancer Committee policy and procedures, the accreditation standards of the American College of Surgeons Commission on Cancer Program, the VA Oncology Program, and the National Cancer Institute's Surveillance Epidemiology and End Results (SEER) Program. Incumbent has authority to administer the Tumor Registry program at this facility. Incumbent makes recommendations for program changes to the Cancer Committee, the Cancer Committee Chairperson, and the Cancer Liaison to the American College of Surgeons and to the Cancer Conference Chairperson. Incumbent is an integral part of the Cancer Care Team at this Medical Center. Some of the incumbent functions include:
Abstracts, codes and maintains registry records.
Develops and monitors quality management and improvement, performance projects and special studies to enhance cancer patient care and to meet requirements of the Commission on Cancer.
QUALIFICATIONS REQUIRED:
Basic Requirements:
Experience and Education

1. Experience. Two years of experience that demonstrates the applicant's ability to perform the work, or provides familiarity with the work. Six months of the required 2 years of experience must have provided the knowledge, skills, abilities, and other characteristics (KSAa) needed to perform MRT work.

OR,

2. Education. Successful completion of an associate degree with a major field of study in medical record technology/health information technology which was accredited by the American Health Information Management Association (AHIMA) at the time the program was completed.

OR,

3. Experience/Education Combination. Equivalent combinations of experience and education are qualifying. The following educational/training substitutions are appropriate in this provision for combining education and experience;

a. Successful completion o! f an associate's degree in a field of study other than medical records/! health information will substitute for 18 months of the required experience.

b. Successful completion of a course for medical technicians, hospital corpsmen, medical service specialist, or hospital training, obtained in a training program given by the Armed Forces or the U.S. Maritime Service under close medical and professional supervision, may be substituted on a month-for-month basis for up to 1 year of experience.

c. Successful completion of a post-high school of study in medical record technology, which includes courses in anatomy, physiology, and medical record techniques and procedures, may substitute on a month-for-moth basis for up to 1 year experience.

d. Successful completion of post-high school courses for medical administrative personnel, obtained in a closely supervised training program given by the Armed Forces, may be substituted for experience on a month-for-month basis for up to 6 moths provided the training program included cour! ses in anatomy, physiology, and medical records techniques and procedures.

Experience. One year of experience comparable to the next lower level and must meet the KSA at that level. In addition, the candidate must demonstrate the following KSAs:

Ability to apply knowledge of medical terminology, human anatomy/pathophysiology, and disease processes to fully understand the content of a patient record;
Ability to navigate efficiently through the paper and electronic medical record to find needed information;
Skill in interpreting and adapting health information guidelines that are not completely applicable to the work or have gaps in specificity and ability to use judgment in completing assignments with incomplete or inadequate guidelines;
If assigned to medical record analysis, ability to judge whether medical records contain sufficient information for regulatory requirements; are acceptable as legal documents; are adequate for cont! inuity of patient care; and support education and research needs; This ! includes the ability to take appropriate actions if medical record contents are not adequate; accurate, timely, and/or reliable;
Ability to apply laws and regulations on the confidentiality of health information (e.g., Privacy Act, Freedom of Information Act, Health Insurance and Accountability Act (HIPAA);
If assigned to a tumor registry position, ability to apply guidelines and standards for the maintenance of an approved tumor registry; and
If assigned to a medical coding position, comprehensive knowledge of classification system such as current versions of International Classification of Diseases (ICD), Current Procedural Technology (CPT), the Systematized Nomenclature of Medicine (SNOMED) or Health care Common Procedure Coding System (HCPCS), and skill in applying coding knowledge.

Experience . One year of experience comparable to the next lower grade level and must fully meet the KSAs at the level including those for tumor registry o! r coder assignments if applicable. In addition, the candidate must demonstrate the following KSAs:

In-depth knowledge of professional registry practices;
In-depth knowledge of fundamental tumor registry operations;
Ability to analyze data using comparative statistical methods and present the data in graphics format;
Experience in meeting the standards of external approving bodies;
Ability to communicate with, and advise, clinical staff about registry operations, statistical reports, and the standards of approving bodies; and
Ability to manage priorities and coordinate work in order to complete duties at the assigned grade level in an accurate and timely fashion; ability to follow-up on pending issues; and demonstrated understanding of impact of incomplete work.

Experience. One year of experience comparable to the next lower grade level for the appropriate assignment area and must fully meet the KSAs at that level.

! Knowledge of chronic disease registration/data basing and specific can! cer registration;
Advance knowledge of medical terminology, staging of cancer, and requirements of external approving organizations;
Knowledge of the design, conduct, and interpretation of case ascertainment, re-abstracting, and quality assurance studies;
Knowledge of cancer committee processes and procedures in order to improve patient care and to verify compliance;
Ability to serve as subject manner expert on cancer program issues for the medical center and Veterans Integrated Service Network (VISN) administration as tasked; and
Ability to manage priorities and coordinate work in order to complete duties in an accurate and timely fashion.
Certification is Highly Desirable.
